"THE
TRNC LEGISLATIVE ASSEMBLY DECISION ON TURKEY'S
GUARANTEE"

Turkish Republic of Northern Cyprus Legislative
Assembly;
Emphasizing that a peaceful, stable and cooperative
environment in Cyprus and in the Eastern
Mediterranean region to the benefit of all sides
could only be achieved via a just and lasting
settlement;
Taking note that despite the constructive
initiatives of the Turkish Cypriot side and the
United Nations Secretary General’s efforts to
contribute to the negotiations, the Greek Cypriot
side, instead of focusing on the efforts to find a
comprehensive settlement, acts against the spirit of
negotiations by resorting to different paths and
shying away from the intensified negotiations;
Regretting that the Greek Cypriot side, continuing
to uphold its uncompromising position that was
revealed to the whole world in the 2004 referenda,
adopts unilateral and invalid decisions concerning
the basic parameters of a solution instead of
reaching a just and lasting agreement;
Taking into consideration the Greek Cypriot efforts
to gain unilateral advantages by exploiting its
European Union membership and resorting to ill
intentioned methods vis-a-vis the property issue;
Unanimously;

Evaluates that decision of the Greek Cypriot
House of Representatives taken on 19 February 2010
with regards to the issue of guarantees which hails
from the international treaties, as an attempt
without a good faith aiming to remove the
significance as well as the basis of the
negotiations of a comprehensive settlement;

Calls on the international actors to see the
reality that in spite of Turkish Cypriot side’s
continuing positive stance, this unacceptable
approach of the Greek Cypriot side once again openly
demonstrates which side is for a solution in Cyprus;
3-
Emphasizes once again that the Turkish
Cypriot people is ready for a just and lasting
comprehensive agreement by which their legitimate
rights and interests are safeguarded;
4-
Reaffirms as the elected representatives of
the Turkish Cypriot people, the determination of the
Turkish Cypriot side’s to maintain its positive
attitude; and supports the efforts of the UN
Secretary-General;

Regards as its historic responsibility to
emphasize that Republic of Turkey has, to this day,
dedicatedly supported Turkish Cypriot people and
provided peace and security on the island, and
continuation of Turkey’s full and effective
guarantee in Cyprus constitutes for the Turkish
Cypriot people a vital and basic parameter of a
comprehensive settlement to be reached in the
Island;

Emphasizes that the new partnership
arrangement to be established by the comprehensive
settlement negotiations in Cyprus would only be
possible with the participation of all the parties
to the 1960 Treaties of Guarantee and Alliance; and
this fact could not be changed in any condition or
in any circumstances, and that the Turkish Cypriot
people will never allow such a change;

Points out that the latest decision adopted
by the Greek Cypriot side on the issue of
guarantees, as well as its many other detrimental
attempts particularly vis-a-vis the property issue,
made by exploiting its EU membership, are against
the spirit of the ongoing negotiations; and invites
the Greek Cypriot side to respect the Turkish
Cypriot side’s equal status, to show the necessary
flexibility for continuing the negotiations, and to
refrain from these kind of actions, falling outside
the negotiating table, that will endanger the
process;

Emphasizes once again that in the light of
the Greek Cypriot side’s negative attitude delaying
a comprehensive settlement and hampering the
negotiations, the Turkish Cypriot People will not
allow the Turkish Cypriot side to remain patient for
years to come;
9-
Invites the international community to
remove, in conformity with the calls of the UN
Secretary General, the unlawful restrictions imposed
upon the Turkish Cypriot people without further
delay.
