GREEK CYPRIOTS’ APPLICATIONS TO THE PROPERTY
COMMISSION CONTINUES
The number of
Greek Cypriots who have applied to the TRNC Immovable Property Commission
has reached 314.
The
Commission has so far settled 38 of the outstanding applications.
While 32 of these cases were settled through compensation, the commission
ruled exchange of property as a settlement for two applicants.
The
commission has also agreed to return the property of 4 applicants, one of
them after a political settlement.
The TRNC
Immovable Property Commission recognized by the European Court of Human
Rights as an ‘adequate legal domestic remedy’ for property claims by Greek
Cypriots seeks to settle applications either through compensation, exchange
or return.
Greek Cypriot
applicants who receive compensation give up all claims over the property in
dispute.
The Immovable Property Commission, which was established 2.5 years ago in
accordance with the Article 159 of the Constitution under the law entitled
“Compensation, Exchange and Restitution of Immovable Property” with the aim
opening a way for a domestic remedy, is acting as a court for Greek Cypriot
applicants who apply for compensation, exchange and restitution of their
property left in the North.

The working groups and the technical committees have been maintaining their
intensive works as expected. The groups and the committees have convened for
their first meeting on the 22nd of April and in the following
three weeks; they have undertaken some parts of the issues on their agenda
although they naturally still have some more to do so.
Evaluating the developments that have taken place until now, we deem the
work of the three-week-period as “positive”. However, contrary to our
evaluation, we are surprised by the negative statements of the spokespersons
of the Greek Cypriot side which claim that no progress has taken place in
the works of the groups and committees.
As it is known, in the last stock taking meeting which has taken place
between the representatives of the two leaders, Mr. Nami and Mr. Iacovou, an
agreement has been reached that, in general, the process has been moving
positively. They have also discussed some of the problems that have arisen
and how to settle them.
Moreover, it was an agreed method to undertake the problems that may arise
in the working groups and the technical committees primarily in the meetings
between Mr. Nami and Mr. Iacovou. Therefore, we expected the Greek Cypriot
side to bring those issues they deem as “problems” to the table during the
meetings held between the representatives of the two leaders.
After all, in this new process that has been launched by the 21 March
agreement, it was agreed that the issues of substance of the Cyprus problem
could be settled after they are undertaken at the level of the two leaders.
Therefore, undertaking those issues, the working groups may be faced with
some problems. However, it should not be forgotten that what is expected of
the working groups was to re-determine the positions of the both sides and
“produce results” which the two leaders will be able to work on.
The Un SECRETARY General’s new Special Representative for Cyprus
Tayé-Brook ZERIHOUN arriveS in Cyprus
The United
Nations Secretary General’s new Special Representative for Cyprus and
UNFICYP’s (United Nations Peace-Keeping Force in Cyprus) Chief of Mission
Tayé-Brook Zerihoun arrived in Cyprus yesterday (13 May).
According to
the written statement issued by the UNFICYP, Zerihoun who came from Sudan to
the island was the Acting Special Representative of the UN Secretary General
in Sudan.
Zerihoun is
an experienced UN diplomat and involved especially in political issues since
1981.
Meanwhile, it
has been announced that Zerihoun will meet with President Talat today at
16:30. |
